Parker is a Town of Parker — not a city — and its ADU regulations have been updated to comply with Colorado’s HB 24-1152. Parker’s newer housing stock includes many homes with three-car garages and large rear yards that are well-suited for ADU development.
Like Highlands Ranch, many Parker neighborhoods are HOA-governed. Under HB 24-1152, these HOAs cannot ban ADU construction. They can require exterior materials and colors to match the primary home — but they cannot deny your project outright. Understanding your HOA’s specific architectural review process before hiring a designer saves significant time.
Garage Conversions ($50K–$140K): Three-car garages are common in Parker. Converting one or two bays creates a living unit while maintaining parking — often the easiest path through HOA architectural review.
Detached Backyard Cottages ($200K–$380K): Parker’s generous lot sizes accommodate rear detached construction. These command the highest rental rates and produce the strongest long-term return.
Basement ADUs ($40K–$115K): Many Parker homes have unfinished basements well-suited for conversion, though walk-out configurations are less common here than in Highlands Ranch.
