Aurora is actively updating its Unified Development Ordinance to comply with HB 24-1152, opening ADU construction to thousands of homeowners who were previously blocked. Here’s what’s changing.
Aurora is updating its Unified Development Ordinance to comply with Colorado’s HB 24-1152. ADUs will be permitted in R-R, R-1, R-2, R-3, R-4, OA-R1, OA-R2, MU-A, and APZ zone districts. The city is also eliminating the public hearing requirement for ADU applications — meaning by-right approval for plans that meet objective standards.
ADUs in Aurora must meet setback requirements consistent with the primary dwelling — typically 5 feet on sides and rear. No dedicated off-street parking is required in most cases. Maximum size is 800 sq ft, though Aurora may allow larger units in certain zones. Owner-occupancy is not required for long-term rentals.
Basement ADUs ($35K–$100K): Aurora’s housing stock includes many ranch-style and split-level homes with unfinished basements — the most cost-effective conversion option.
Detached Backyard Cottages ($160K–$310K): Larger lots in southeast Aurora and Saddle Rock provide space for new construction. Strong hospital and tech sector rental demand in east Aurora supports rental rates.
Garage Conversions ($40K–$115K): Detached and oversized attached garages in Aurora convert well to studio or one-bedroom units.
